In the end, the translation of the two or three bubbles you read definitely wasn’t all that there was to Kaneki’s inner struggle, so please always keep in mind to avoid reaching any conclusion without reading the chapter first.
Anyway, Kaneki admitting to how he used to feel because he realized some facts about himself is
him
finally facing the truth, which is something he barely ever did in the past, so that’s definitely a mature development that will help him changing.
Similarly, him admitting that he’s found happiness with Touka and all the people he met “thanks” to his first date with Rize and saying he’d take responsibility for what he did as Dragoneki, is literally accounting for both sides since he mainly killed humans as Dragoneki.
In this chapter, Kaneki managed to realize some facts and reach some conclusions about himself, going back to the very beginning of the series.
In my opinion, whether you want to call it a baby step or a big one, it’s about him going forward when he used to stagnate or sometimes regress (please do not forget all the many parts of his character development and the reason it’s all so severed). That’s probably why Sensei took three chapters to build to that.
Of course we’ll have to see how this works out for him exactly back in reality, since the situation is that of a common front outside between humans and ghouls and that’s not what he’s expecting right now, but personally I think we’re on a good path here.
