Yes, technically, Tanaka as a house steward is higher ranked than the butler Sebastian. But in the Phantomhive household Sebastian usually does the jobs of the other servants as well, so he also fulfills Tanaka’s role. And Tanaka doesn’t seem to mind. He’s already old and was part of the old household before the fire. Now he lets the young people handle everything. 🙂
In the beginning of the manga Tanaka didn’t have much of a role. He was simply there, drinking tea while the other servants were scolded and ordered around by Sebastian. The chibi form is quite fitting to represent this supposedly inconspicuous, calm and harmless person who doesn’t attract much attention in contrast to the loud, hectic and clumsy servants. In this state he’s not much of a talker, either, and that also expresses his inconspicuousness.
However, there’s also another side to Tanaka’s character and when that shows we can see him in full height. Just like many other characters in Kuro, Tanaka isn’t what he appears to be. Despite his age and his harmless appearance he is still a skilled fighter, a wise mentor to the other servants and his past as Vincent’s butler might be important for the plot someday.
So the change in Tanaka’s appearance also symbolizes the change in his demeanor and in the seriousness of the situation. It’s similar to Mey-Rin’s glasses. When she wears them she’s in clumsy maid mode and without them she’s the skilled sniper. And in Tanaka’s case the way of drawing him makes that change even more noticeable.
When it comes to Furuta and Rize, confirmed ‘breeders’ in one of the many questionable programs within the Sunlit Garden, there is one notable attribute they both share: their expression of sexuality.

–It’s can be argued that both may be more hypersexual than the average person.
Such qualities would actually be an advantage if the breeders exist to produce more candidates for the Garden. Statistically speaking, if breeders were to engage in more sexual activity, there is an increased potential for offspring to be produced. With the Sunlit Garden being known for producing specimen of extraordinary strength, it isn’t far fetched to assume they may have also played a role in manipulating something within the breeders to make them have heightened sexual urges, especially if it could help them out in the long-run with reaching whatever goal they might have.

In Chapter 113, Ciel finally goes through his door to find out about the secret meetings.
These door are located in the music hall, which I had questioned in the past, but these rooms themselves are interesing. The one that Ciel enters is huge. Even he is surprised that there’s this much space within the muisc hall.
Soon, Ciel enters the room and apparently fall asleep.
The moment he does, Sebastian is surprised. On one hand it would seem odd for Ciel to fall asleep, so Sebastian would naturally be caught off guard.
At the same time, it seems strange that this would cause Sebastian not to be able to sense Sebastian. He even questions if Ciel fell asleep or was unconscious, and he should know how he senses Ciel during both. Ciel falls asleep every night, and he’s been unconscious.
However, do we have any guarentee that Ciel is still in the same place? Ciel was unconscious or asleep. What if he was moved to some place where Sebastian has trouble sensing him?
These rooms seem far too large to be part of the music hall, and now Sebastian has trouble sensing Ciel. What if these rooms are a manipulation of space somehow?
It’s hard to say for sure. Hopefully we’ll have the answers soon.
