I’m still not sure about the full scope of Amon’s strength right now, but he for sure isn’t weak anon :l
Besides Amon’s incredible willpower and determination, which is a whole different level compared to other characters, so far in :re he has:
Is maintaining a kagune arm to replace his missing natural one (which probably takes a lot of energy)
Was possibly a part of the massacre that happened outside Zeum Hall (x)
Destroyed Shikorae in less then a few seconds using projectiles and the Arata to save Saiko
“Teleported” away when he heard the Quinx Squad run up using Eto-level speed
Possibly killed Yoshitoki in a very short amount of time as well before speeding away again
Possibly is fast enough to run across water
Intercepted Seidou out of nowhere and sliced his hand off
Probably would’ve killed Seidou if they weren’t friendly in the past as well

Aka his body is incredibly durable and can take heavy hits no problem:
But basically, Amon’s biggest physical strengths seem to be the element of surprise and his own dexterity (even if his kagune isn’t as durable)
And as for his emotional strength, Amon currently seems to be more focused on his own “salvation”:
So once Amon realizes he can’t save everybody, and that he can have a huge active role in “changing this wrong world,” then his emotional strength will rise even more (and this may happen after he finally talks to Kaneki again)
I think it’s important to note the different treatment Seidou is applying to Akira and Amon.
When he was still an investigator, he admired them both. Akira was his rival and Amon his inspiration.
Now I think it’s a bit of the opposite.
After the ghoulification process, Amon became a rival because we know that Kanou’s goal was that of creating a perfect copy of Kaneki’s surgery. But Amon became a failed experiment, while Seidou was crowned like a success. Up until that moment, Seidou had always looked up at Amon, trying to get on his good side, offering him food, etc. Now, though, he thinks that their roles have reversed, because he calls Amon ‘a weakling’ and thinks he’s better than him.
The same role reversal happened with Akira, imho. When Seidou was an investigator, he always looked at her from the side. She was the rival, the one whose success he could never equal. The one he would never want to please. He always antagonized her, and took every chance to try and belittle her and her intuitions.
Now, though, he’s seeking for her approval. He wanted for her to look at him like an hero. Her betrayal hurt more than Houji’s – who was killed immediately, with no remorse, by an attack inflicted with his ghoul attributes. He wanted her recognition because he now unconsciously looks up at her more than at Amon.
So, keeping all of this in mind, I think that’s why he doesn’t appear to understand Amon’s words and seeks answers from Akira.
Right now, Amon’s voice must appear like his past self’s voice, the voice of the someone that wasn’t Good Enough.
At the same time, though, I think that it’s important that he’s asking Akira to explain. Right now Akira is the voice of the someone he wants to be.
Depending on which answer she’ll give, I think that Seidou will follow suit.
His salvation is in her hands because he himself put it there, imho.
I agree with all that you said and I think it’s important to notice that despite being the strongest out of them 3, Seidou doesn’t have the slightest confidence in himself somehow. I mean, he killed Tatara so the CCG would see him as a hero and welcome him back but instead he was treated as a murderer by the two people he seeked recognition from.
Now, we know that Amon actually wants to really save him and yet he doesn’t understand how Amon could say something like this, despite wishing for the exact same thing from Akira and Houji two chapters ago.
That’s why Akira is the one he’s turning to. Houji and her refused to welcome him as a hero but now Amon tells him he can make up for his past mistakes, so yes, I think Akira’s answer is what we are all waiting for, even if Juuzou’s arrival might complicate things for a little while (and let’s not mention if the Qs show up).
Also, about the fact Amon and Akira exchanged roles in Seidou’s mind since TG, that’s actually extremely sad: because since Amon is a failed experiment and Seidou si stronger, that’s why Seidou doesn’t look at him the same way as before (although maybe the idea Amon might have “run away” without him can be another reason for that change).
For Akira however, he’s stronger than she is, and yet, she’s the one he looked up to. It could be because she’s a ghoul investigator (and in that case Amon is right when he says that’s what Seidou really is as well) or it could because he clung all these years to his feelings for her. Remembering his reaction in ch31, it could be both, so basically, Juuzou aside because I can’t imagine what he might do, there might still be hope for Seidou to survive this arc.

Yeah, I agree that Seidou is a terrible judge for himself. His reason for doing all of what he’s done was to prove himself – before anyone else – that he was worth something. If his salvation was entirely up to him, there would probably be no happy ending in the making for him.
But, as we discussed in this post, I think that a bit of hope still resides in Akira’s role. She has yet to make a move and to undergo a proper character development, and I think that trying to save Seidou could be that push forward for her to lose the last of her attachments to her father figure and his legacy, like @trulyhumblenarcissist explained in clearer words than mine.
I don’t know which role Suzuya will have in all of this mess, and I fear that he might bring a bit more chaos to an already chaotic situation, but…
I guess we’ll see. The chapter isn’t even out, yet (lol)
I completely agree about Akira, especially if we’re considering that Arima is dead and Kaneki left the CCG. She doesn’t have anyone really left at the CCG besides Juuzou if she stays with the CCG after this arc (and Ishida’s poem for her birthday, as well as a recurring theme of her characterization, is losing people she loves so now might be the time for her not to let that happen again).
As for Juuzou… Well, he allowed for his mama to be killed by his squad even if he didn’t hate her because it was “his job” so… I fear you might be right, although Juuzou and Akira used to get along in TG (even if we haven’t seen them interacting in :Re) and he might listen to what Akira will decide, especially since Amon and Seidou are both former comrades and he doesn’t particularly have a problem with ghouls in the first place (it’s just his job as he said himself, and it’s something he treasures because of Shinohara probably).
So once again, it could be that everything for this part of the arc will depend on Akira’s decision (the Qs being the unknown factor as we don’t know when they’re going to arrive but I doubt they would agree to Seidou surviving this arc).
Amon: You’ve committed a crime… Amon: The investigators you’ve killed. The civillians you’ve eaten… Amon: That’s unforgivable… But, I know… Amon: I know of your weaknesses… Seidou: … Amon: …and your strengths.
On the background, a flashback to Seidou saying “I’m a Ghoul Investigator!!” during Anteiku Raid is shown.
Amon: …You’re not a Ghoul. Amon: YOU’RE A GHOUL INVESTIGATOR, RIGHT?! Seidou: SHUT UUUUUUPP!!
Seidou starts attacking while Amon blocks with his kagune arm.
Amon: TAKIZAWAAAA!!! Amon: If you’ve committed a crime then atone for it… With your power. Seidou: You’re telling me to die?! Amon: You’re wrong!! A method other than ‘death’!! With me– Seidou: I DON’T FUCKING KNOW!!
Amon gets blown away by an attack.
Seidou: Hah…. haah…. Seidou: ‘Live and make up for it’ he said. Seidou: Mado.
Seidou calls out to Akira who’s sitting behind him.
Seidou: You told me to ‘silently die’ right? Seidou: Who’s correct? You or Amon-san?
Akira remains silent.
Seidou: …Silence, huh.
And suddenly, a small knife pierces Seidou’s kakugan. (looks like Juuzou’s knives)
