First of all, I dont think Fushimi chose to join Green as betrayal. That is, I think he’s joining them to destroy them inside out. Since he can’t fight them and win, I think he wants to join them and figure out their weaknessess and plans from there.
Such a thing has even been suggested before: When Kusanagi told Yata he joined Green to see their movements.
More interesting to me, however, is determining if this is something he thought up on his own or if Munakata (and even Shiro) are in on it, and the fight was just an ellaborate display to make it as believable as possible that Fushimi would honestly change sides, should Green investigate.
Issue 01: The conversation with Yata
To me this is the biggest thing to suggest this might have been staged.
Before Fushimi goes to Munakata and has the fight with him, he walks by Yata’s group and after refusing to defend his King, Fushimi smiles and says “Hey, things are about to get interesting. Try to keep up if you can…”
If his decision to leave Scepter4 and join Jungle was really something done out of anger at what Munakata said…why was he telling Yata this? There was no alternative plan in mind. In fact, when Fushimi reaches Scepter4 he acts angry that they are doign nothing, so he couldnt be implying to Yata that Scepter4 had a plan…unless his changing Clans was already planned, either by him alone or with Munakata. Or even Shiro too.
Think about it: if he switches Clan then turns out to have been a spy all along, that would be a confusing situation someone like Mi~Sa~Ki~ would have trouble “keeping up”
