And nope, I disagree with you: that doctor was useless, he never created anything that could be seen as war weapons (unlike Sieglinde and unlike UT with his BDs). He had different and unusual ideas, I’ll give you that, but that doesn’t mean the Queen would have vouched for his survival in my opinion.
About the Queen though, the only reason she punished Ciel is because he ended things a certain way (as the Double Charles witnessed) and then lied to her.
Personally I think that’s why she punished him, as the Double Charles reported differently.
Victoria in canon is no saint, she’s definitely ruthless and most of the time doesn’t care about how the cases are solved as long as they’re definitely solved and that the report on the case is truthful. …Which did not happen for the Circus arc, because Ciel solved the case but lied about how he ended it.
Personally, if he had gone and admitted “I lost it and burnt the whole place down because I have #issues related to my past” I’m pretty sure she would have gone like “okay, but try to avoid burning the victims next time”.
That’s how I see it at least xD There is no way to know which way it could have gone though, but Victoria is wary of what her watchdog tells her (as it was also proved during ch108) and she doesn’t really tolerate lying when she’s his “master”.

This is a crack theory. I can’t really defend it beyond what I’ve written here, but I hope that someone might get enjoyment out of this idea.
I was working on another theory in my head and wondering what would happen if the individual who murdered Ciel’s parents was already dead. As I considered this, I tried to think of someone who might have been involved in the cult but that we know is already dead. That’s when it hit me. The doctor!
Confused? Just follow with me for a moment. We know that Baron Kelvin was associated with the doctor during the time the cult was active. The reason that Kelvin couldn’t attend was that he was recovering from surgeries performed by the doctor.
The doctor was promising to make Kelvin beautiful. Considering his legs had been amputated, it’s likely he was working with prosthetic limbs at the time. We know the limbs he created later were made from the bones of the murdered children. He could have been doing this very thing with the original cult.
Now, he could have even wanted specific subjects – and Ciel was a pretty child. The doctor might have thought his limbs would be perfect for his work. Therefore, he could have been among the people who murdered Ciel’s parents!
I saw a recent answered ask about how Kelvin could have recreated the room on the night that Ciel made his contract with Sebastian when he wasn’t there. (@midnight-in-town? @thedarkestcrow? If anyone knows of this ask, please let me know so I can properly link.) Well, the doctor might have been there. He probably would have gone to meetings afterwards to collect the dead children. He might have even been there prior that evening and simply left before Ciel made the contract. He could have told Baron Kelvin how the room had looked.
As I said, this is just a crack theory. Take it for what it’s worth!
Honestly, I don’t know about the Doctor being involved with Vincent and Rachel’s death (though this crack theory has some basis as you explained, if the Doc was more or less motivated by the same reasons as Kelvin), but the Baron had to meet him at some point before the Doc experimented on him and considering the other acquaintances he had… well, the Doc was probably already involved into shady business before meeting Kelvin.
@darkspellmaster once proposed to me the idea that the Doctor might have been a part of the Osiris company or another shady organization like this (if he was not from the cult itself) and frankly why not, he was certainly an eccentric (not to say disgusting) one.
He could be brought back in a flashback and I sure like the idea that he was a part of an organization as despicable as he was.

So they probably knew about Vincent being the Watchdog and they also certainly knew about who Ciel was because of the Phantomhive ring (the ones who sold him to the cult probably got it from Vincent’s body, to prove Ciel’s identity)….
But according to the discussion between the guy above and Kelvin, it’s also confirmed that they definitely found Ciel to their tastes…
Which explains why you, me and a few others think he was probably… raped.
So yes, I think for now those two reasons (family name + good looks) are why the cult bought him, even though I’m pretty sure they bought regular kids too.
Those guys were disgusting and sick anyway, so I doubt you’d be going overboard thinking about how they treated all those kids…

Well Mey Rin is a pro and she had a job to do during the Circus arc (the same as during the Green witch arc), just like Finny and Bard so…
Ciel saved them and gave them a home, but in return they have to protect him and the house if needs be.
Please don’t forget that the guys from Noah’s arc had come to the manor to kill everyone so Mey Rin and the others knew it was the time to get serious, in order to protect Lizzie and their own lives as it is their job and the purpose Ciel gave them.
As for Peter and Wendy, they were not children, please reread the arc. They were most likely born with a medical condition and were unable to grow (so in other words you could call them dwarves, just like Jumbo was a giant).
I know that might not be what you meant, but don’t blame Ciel or his servants too much for what happened during this arc: in the servants’ case, they did as they were ordered and besides the guys from the circus are the ones who attacked first.
So there is nothing up with them 😉 they just did their job, what they’re actually really in the P household for. They’re pros and strong, and they’re fighting to protect Ciel’s side, that’s all there is to it.

It’s okay. I love these kinds of questions. Especially about the Circus arc. And especially about this moment in the Circus arc. 🙂
I know, right? It’s one of my favorite moments. But it’s also one of those moments where I’m not quite sure what to think, either. I’ve been mulling this over for a few days, and the best I can do is this: I think Sebastian sometimes doesn’t know how Ciel will react to a situation.
Earlier in the manga, I think Sebastian underestimated Ciel early on in their relationship. To Sebastian, Ciel was an easy mark, a quick meal. A similar moment happened at the end of the Jack the Ripper arc:
Sebastian thought Ciel would admit to showing weakness towards his aunt–but he didn’t–and Sebastian is *impressed.* He has a similar expression on his face at the end of the Jack the Ripper arc. We see the same face in the flashback during Campania, too:
Every time Ciel admits he’s going to plunge himself right into the abyss, Sebastian is shocked, and then perhaps pleased.
Back to the end of the Circus arc.
I think Sebastian was shocked because a.) this wasn’t a typical reaction for a 13-year-old boy, and b.) this wasn’t a typical reaction for a human, period. Ciel has a little break with reality at that point, at the sheer futility of his situation. (Dare I say….nihilistic….? Oh, if only the manga would get back to this…but I digress…) And c.) he’s shocked that a little thirteen-year-old human is so willing to admit that not only he, but that *all* humans are base and evil.
Sebastian has seen a lot, but I’d wager he hasn’t seen a thirteen-year-old boy stand on a hill and proclaim that all humanity is evil mere hours after he ordered a fiery death of a mansion full of innocent children.
And If I had to guess Sebastian’s thoughts in that moment, I think it would be something like shock–>bewilderment–>impressed–>amused.
(And don’t forget, too, that the scanlation says that Sebastian gazes “lovingly” at man’s struggles in a small world.)
I think it’s that brutal honesty, combined with a willingness to destroy himself that makes Ciel special. Not only to us, but to Sebastian, too.
How many humans would react in such a way? Let alone a thirteen-year-old one?
I doubt many, if at all. If that were me, I’d be in a ball writhing all over the ground crying about how unfair life is. XD
But Ciel doesn’t do that, and that is why I think Sebastian is so shocked by his young master’s atypical reaction.
